Our Mission
The mission of Regional School District 13, a school system that honors tradition and embraces change, is to ensure that all students become self-reliant, lifelong learners and respectful, responsible citizens who will thrive in global and technological environments by expecting excellence and providing challenging, educational opportunities responsive to each student in meaningful partnership with family and community.

Beliefs
We believe that:
  • Every human being has inherent worth.
  • Everyone wants to succeed and can be a successful learner.
  • Meaningful learning requires the active involvement and commitment of the learner.
  • Individuals are responsible for their own actions.
  • Each individual bears responsibility for the welfare of others.
  • Diversity enriches a society and its individuals.
  • Change demands that learning continue throughout one's life.
  • Growth, innovation, and creativity require the willingness to take risks.
  • The level of expectation drives the level of achievement.
  • Achievement builds self-worth; self-worth promotes achievement.
  • Education and learning are the shared responsibility of the students, the family, the school and the community.
  • The support and involvment of the community are critical to the quality of the schools.
  • People are the most important resource in achieving educational excellence.
  • The future of a just and democratic society depends on an educated citizenry.

Parameters
As we strive to achieve our mission, we will live within the following guidelines:
  • We will not tolerate behavior that demeans the human dignity and worth of anyone.
  • We will not accept failure as final for any student.
  • No new program or service will be accepted unless it is consistent with the Strategic Plan, benefits clearly exceed costs, and provisions are made for staff development and program evaluation.
  • No program or service will be retained unless benefits justify costs and it continues to make positive contributions to the mission.
  • All curricula will reflect diverse perspectives and embed lifelong learning skills.
  • We will practice the principles of participatory decision-making at all levels of the organization.
  • Site-based decisions must always be consistent with the Strategic Plan.
  • We will expect high performance from students and staff.
  • Student performance on the CAPT and CMT will always be in the top 20% in our Educational Reference Group (ERG).

Strategies
  STRATEGY ONE — Differentiated Instruction
  We will differentiate instruction to engage all students effectively in their own learning.
 
 
  • Provide professional development opportunities to give teachers strategies for differentiating instruction to meet a variety of learning styles, ability levels, and/or interests.
  • Identify learning style preferences of students and teachers.
  • Diversify assessment practices to meet the needs of all learners.
  • Evaluate the effectiveness of differentiation of student learning.
  • Educate parents about differentiated instruction.
  STRATEGY TWO — Technology
  We will provide the resources and support necessary to coordinate and integrate technology in learning, teaching, and working environments.
 
 
  • Develop and implement curricular activities at each grade level that integrate technology based on the District Information Literacy Framework.
  • Provide professional development in the area of technology for all staff on an ongoing basis.
  • Provide consistent and timely support to ensure continuous operation of hardware and application software.
  • Increase classroom/LMC support for the integration of technology throughout the District.
  • Empower the District Technology Committee to coordinate technology resources throughout the District.
  • Manage student information electronically throughout the District.
  • Automate library card catalogs and circulation systems in all schools for improved resource management and sharing.
  • Use technology to improve efficiency of specific office procedures.
  STRATEGY THREE — Core Ethical Values
  We will infuse the Core Ethical Values throughout the District in partnership with family and community.
 
 
  • Integrate the Core Ethical Values in all curricular programs.
  • Integrate the Core Ethical Values in all co-curricular programs.
  • Align school and classroom discipline with the Core Ethical Values.
  • Communicate the Core Ethical Values throughout each school.
  • Inform and educate parents and the community about the Core Ethical Values.
  STRATEGY FOUR — Lifelong Learning Skills
  We will ensure that our students demonstrate the lifelong learning skills needed to thrive.
 
 
  • Ensure that each student K-12 feels connected to his or her school community.
  • Coordinate the K-12 student goal-setting process to ensure that students are progressing as lifelong learners.
  • Implement the appropriate student participation in parent/teacher conferences.
  • Incorporate student-directed, inquiry-based learning throughout the curriculum.
  • Commmunicate District lifelong learning expectations throughout the community.
  STRATEGY FIVE — Communication
  We will improve internal and external communication to engage all students, staff, and community members in support of the achievement of our mission and objectives.
 
 
  • Create a consistent welcoming school environment for community members.
  • Strengthen school-community relations through multiple print initiatives.
  • Refine district website and launch individual school websites to enhance internal and external communication between Regional School District 13 and its constituents.
  • Establish a partnership between Comcast and Regional School District 13.

Objectives
The following objectives are long-term end results which, if accomplished, will bring us closer to achieving our mission.
  • All students will demonstrate consistent practice of our Core Ethical Values of respect, responsibility, honesty, kindness, and courage.
  • Each student will attain or exceed the Proficient level on the CMT/CAPT while the percentage of students at the Goal and Advanced levels increases annually.
  • All students will meet or exceed District lifelong learning standards.

Professional Development
Deeply rooted in all the strategies detailed in this document is the belief that an intensified effort in staff training and development will be necessary to drive the changes we propose. The District is committed to providing the necessary staff training to guarantee the Strategic Plan's success.
